California Gov. Newsom drafts plan to support immigrants amid deportation concerns

California Governor Gavin Newsom is reportedly evaluating a proposal aimed at supporting illegal immigrants and their families in light of President-elect Donald Trump’s proposed mass deportation plan.

The draft plan, titled “Immigrant Support Network Concept,” was obtained by POLITICO. It outlines the creation of regional hubs to form an Immigrant Support Network, which would connect at-risk individuals, their families, and communities with resources such as legal services, schools, labor unions, and local governments.

Newsom’s office confirmed that the draft was prepared by the California Department of Social Services but has not yet been reviewed in Sacramento.

“This document is an internal and deliberative draft meant for internal discussions as part of a range of considerations given the incoming federal administration’s public remarks,” stated Scott Murray, Deputy Director of Public Affairs and Outreach Programs at the Department of Social Services. “It is not a final proposal.”

Legislative efforts and funding plans

The draft is part of California’s broader efforts to prepare for a potential second Trump administration. Following Trump’s initial election, Governor Newsom called a special legislative session and proposed a $25 million “Trump-proof” legal defense fund to assist immigrants.

In addition, Senate Budget Chair Scott Wiener has introduced legislation seeking $60 million to create an immigrant detention representation and coordination program.

Under the draft proposal, the California Department of Social Services would allocate state funds to eligible nonprofits and manage the hubs’ administrative responsibilities. Although the draft does not specify the funding requirements, it notes that resources would cover community outreach, partnership development, legal services staffing, and administrative costs.

Budget challenges

California’s financial position poses potential challenges for the initiative. The state currently faces a $68 billion budget deficit, according to the Legislative Analyst’s Office (LAO). However, in November, the LAO reported that the state budget remained roughly balanced.

The state Finance Department reported a $1 billion shortfall in November revenues compared to projections but emphasized that this was a timing issue. “Year to date, [revenues are] still nearly $4.3 billion above projections and $7.5 billion up since April,” stated H.D. Palmer, principal spokesman for fiscal and financial issues in the Newsom administration.

The administration continues working with the Legislature to finalize a funding proposal, which is expected to be signed into law before January 20, 2025, according to Department of Finance spokesperson Theresa Mier.
