Who decides the penalty charge for all?
If the council’s intention is to deter the public from avoiding jams, then there are other fair forms of charges that can do the job BUT why a fixed charge? Why not community services? Any form of penalty should be equal to all ( rich and poor). I do not agree that a person hardly earning £100.00 a day made a mistake and is asked to pay 60% or more of his/hers daily gross earnings. Why don't you ask the high earners to pay the same 60% or more of their daily gross earnings. How can it be fair ? It is not even a deterrent for the high earners if they make the same mistake, because they can easily throw the cash. THIS IS PURE RIP OFF TO THE POOR PUBLIC BECAUSE THEY HAVE NO ONE TO MAKE THEIR VOICE HEARD.
BRITISH PUBLIC! ARE YOU FED UP WITH THE ‘PENALTY CHARGE NOTICE’ IN BRITAIN?
I think the majority of the drivers or the vehicle owners in Britain must have received at least one or in some cases several penalty charge notices from the relevant councils.
WHY DO YOU THINK THE PENALTY CHARGE IS THERE AT ALL?
AFTER ALL, WE ALL PAY OUR COUNCIL TAX, ROAD TAX AND YOU NAME IT HOW MAY TAXES.
I believe, penalty charges are there as a deterrent to avoid jams or to help steady flow of traffic. I totally agree with this and I support this. I hope it's not a new form of revenue from the poor public.
BUT, DO YOU THINK IT IS THE BEST AND FAIR FORM OF DETERRENT AT ALL?
I hope I am wrong but I strongly feel that this is absolutely not fair for all. Simply put, a penalty charge notice is a fine that the council asks you to pay so that you do not carry out the same mistake again.

Imagine a scenario: A murderer is asked to pay a certain fixed amount (this is practiced even today in some countries) to be cleared from the charges.
What do you think crosses your mind? It's not fair, right?
Yes, any deterrent linked with fixed charges is not fair for all the public. Because the rich will get away easily and the poor will have to bear the consequences.
WE MUST RAISE OUR VOICES SO THAT SOME SANE POLITICAL LEADERS WILL LISTEN TO US AND HELP CREATE A BALANCED & FAIR FORM OF CHARGES WHICH IS FAIR FOR ALL.
Example: Minimum charge £10 or 5% of your daily gross earnings, whichever is higher. This will make sure that everyone will be affected equally and the high earners also think twice before making the mistake.
WHY IS IT ONLY THE LOW EARNERS NEED TO BE EXTRA CAREFUL?
