Jake Sullivan highlights historic India-US Partnership in final overseas visit as NSA

Outgoing US National Security Adviser Jake Sullivan underscored the growing significance of India-US relations during his final overseas trip, describing the partnership as one of the most consequential of the 21st century. Sullivan, who visited India, announced significant policy changes to bolster bilateral cooperation, including the removal of Indian entities from a US sanctions list restricting access to nuclear technology.

Key announcements on nuclear collaboration

  • Sullivan revealed plans to remove Indian companies, including major research centers such as the Bhabha Atomic Research Centre (BARC) and the Indira Gandhi Atomic Research Centre (IGCAR), from the US sanctions list.
  • The move is part of efforts to advance civil nuclear cooperation, marking a milestone since the 2005 Civil Nuclear Deal between former Prime Minister Manmohan Singh and then-US President George Bush.
  • The necessary paperwork for this policy change is pending, Sullivan noted during an event at IIT Delhi.

Impacted companies

The entities set to benefit from this decision include:

  • Bhabha Atomic Research Centre (BARC)
  • Indira Gandhi Atomic Research Centre (IGCAR)
  • Abhar Technologies and Services Private Limited
  • RMZ Latitude
  • Agrim Aviation Private Limited
  • Analog Technology Limited

The removal of these restrictions will enable these companies to collaborate with American counterparts, accessing nuclear technology for purposes ranging from energy to defence.

Strengthening bilateral relations

Sullivan expressed his pride in the progress made in India-US relations during his tenure, describing it as a “shared and historic achievement.” He highlighted key collaborations in sectors such as:

  • Technology and Innovation: Sullivan reflected on former Prime Minister Jawaharlal Nehru’s visit to MIT, which inspired the creation of India’s IIT network, as a foundation for US-India tech partnerships.
  • Space Exploration: The US plans to send Indian astronauts into space and is working with India on Moon missions.
  • Semiconductor Manufacturing: Initiatives like Micron’s collaboration with Indian companies were cited as examples of economic integration.
  • Defence Cooperation: Sullivan emphasized the development of defense systems in India as a testament to deepening ties.

India-Middle East-Europe Economic Corridor (IMEC)

Sullivan highlighted the strategic importance of the India-Middle East-Europe Economic Corridor (IMEC), a project launched during the 2023 G20 Summit in India. IMEC, aimed at improving connectivity between Asia, the Gulf, and Europe, was disrupted by the October 7 Hamas-led attack on Israel. Sullivan stressed the need to position IMEC as an alternative to China’s Belt and Road Initiative (BRI).

Collaboration with Indian counterparts

Sullivan praised his Indian counterpart, Ajit Doval, as a visionary who recognized the role of advanced technologies in strengthening the bilateral relationship. He described his “deep personal and professional relationship” with Doval as instrumental in elevating the partnership to new heights.

Sullivan also held discussions with External Affairs Minister S Jaishankar, reviewing the progress made in the India-US strategic partnership under the Biden administration over the last four years.

Sullivan’s visit to India marked the culmination of significant strides in India-US relations during his tenure as NSA. His announcements and reflections showcased a vision for a partnership rooted in mutual trust, technological collaboration, and shared global goals.
