Centre assigns CBI prosecutor to lead NIA trial against Tahawwur Rana

The Central government has appointed senior advocate Narender Mann as the special public prosecutor in the 26/11 Mumbai terror attacks case. Mann will represent the National Investigation Agency (NIA) in proceedings related to the trial of Tahawwur Rana, who is currently being extradited to India from the United States.

According to a gazette notification issued by the Ministry of Home Affairs, Mann’s appointment will be effective for three years or until the trial concludes—whichever occurs first.

“The Central government appoints Narender Mann, advocate, as special public prosecutor, for conducting trial and other matters related to the NIA case (RC-04/2009/NIA/DLI) on behalf of the National Investigation Agency before the NIA special courts in Delhi and appellate courts,” the notification stated.

Mann’s background in high-profile investigations

Narender Mann has previously served as a special public prosecutor for the Central Bureau of Investigation (CBI) in various significant cases, including the 2018 SSC paper leak case. His experience in handling complex and sensitive trials is expected to play a crucial role in the upcoming proceedings.

Rana’s extradition and security measures

Tahawwur Rana, a Canadian national of Pakistani origin and a former officer in the Pakistani military, faces extradition to India nearly 16 years after being implicated in the 2008 Mumbai terror attacks. The US Supreme Court recently rejected his final plea to stay the extradition, clearing the path for his transfer.

Once Rana arrives in Delhi on a special flight, the NIA will formally arrest him. He will be produced before a court via video conferencing before being placed in judicial custody. Rana will be held in a high-security ward at Tihar Jail due to the sensitive nature of the case.

Accusations against Rana in the 26/11 attack

Rana is accused of assisting David Coleman Headley in conducting reconnaissance of the Mumbai locations targeted during the attacks. Headley, acting on behalf of the terror outfit Lashkar-e-Taiba, identified strategic sites before the attack.

During the 60-hour siege in November 2008, 10 terrorists killed 166 people across several Mumbai landmarks. Nine of the attackers were neutralized, and the lone surviving terrorist, Ajmal Kasab, was captured and later executed in 2012.
